Donata, I know for a fact that the junk mail rule can be disabled in O365 exchange accounts which is the platform that outlook.com and hotmail.com uses. I have disabled the junk mail rule on an O365 account for a domain I own elsewhere.

I guess saying your annoyed with all phishing emails in your inbox and all your actual email going to you Junk mail. Ok well today was the day I got my answer I guess.
